My favourite ghost technique is as follows:

1) Long exposure (30 seconds is good)
2) Dark!
3) Fire flash at the beginning of the exposure.

Makes the subject semi-translucent (see my shot here.

Or, failing that, you can do some pretty neat ghostly light trails by a long exposure, and towards the end move the camera around (like this.

A one or two hundredths of a second would be 0.02 (1/50), 0.002 is 2 thousandths of a second. (1/500)
